Stratosen høres ålreit ut, ihvertfall :)

NM koster 50 kr, noe i den størrelsesordenen hadde vært OK for meg.

Regarding the gambling point system suggested:

Using Robert's example, if we have 36 points to allocate, then a player
should on average expect to end up with approximately 36 points after the
tournament (more if he did well, less if he did badly). The system is broken
if it's possible to guarantee gaining more than this.

Suppose I enter as my best estimate of my own rank, which is what we want
to be optimal. In this case I would end up with an expected 36 points, if
everyone else was doing the same. Entering as any other rank should reduce
the expected number of points I recieve.

Suppose I enter as a 30 kyu. I am guaranteed to win all my games, but nobody
would bet any more than the minimum 1 point on me. I would then expect to win
all my games easily, giving me 36 + 7 = 45 points. On the other hand, everyone
else will recieve on average only 35 points (since everyone has lost a point
to me), so I am leading by 10 points compared to the average player.

So there would seem to be an incentive for misrepresenting your rank, unless
one could allocate 0 points to a game.

Overall I think I would prefer a MacMahon or Swiss handicap tournament. If we
play a swiss tournament with correct handicaps then every player should have a
fair chance of winning.
